The article is devoted to solving the urgent problem of spatial development territorial communities on basis self-sufficiency and self-financing. purpose develop a methodology for substantiating directions based ability territories self-development, taking into account resource availability, management capacity, financial types community in context fiscal decentralization. objectives study are substantiate priority communities' development; substantiation criteria choosing depending their types; determination components self-development communities: self-government, self-financing decentralization.A methodological approach determining stimulating has been developed. It provides consistent approaches analysis endowment territory, identification problems communities; modeling method fuzzy sets; by hierarchy analysis.It established that foresees: availability natural, labor, production, environmental other resources, effective use which leads formation new strengthening existing advantages community; zones impossible without presence organizational mechanisms base does not ensure territory support. important form own resources through projects or cooperation communities. proved self-sufficiency, main at same time conditions sufficient condition development, but inefficiency its decrease reduces capacity community.
